REVISED Public hearing: Bylaw No. 11-24 and Bylaw No. 12-24 (Summer villages)
OUTCOME OF PUBLIC HEARING
Leduc County Council held a public hearing for Bylaw 11-24 and Bylaw 12-24 on Oct. 8, 2024. There were two public speakers. After the public hearing Leduc County Council gave second and third readings to both bylaws as presented. The updated Summer Villages and Leduc County Intermunicipal Development Plan is now in effect and the Intermunicipal Collaboration Frameworks (ICF) with Itaska beach (Bylaw 21-19), Sundance Beach (Bylaw 22-19) and Golden Days (Bylaw 23-19) have been repealed. The updated ICFs were approved by resolution on October 8, 2024.
UPDATE: Leduc County originally scheduled a public hearing on Sept. 24, 2024 at 2 p.m. This public hearing has been rescheduled because the original notice did not indicate the location of the public hearing as required by Section 606 (6)(d) of the Municipal Government Act (MGA).
REVISED PUBLIC HEARING INFORMATION
Leduc County, in accordance with Section 692(2) of the Municipal Government Act (MGA), is hosting a public hearing on the following proposed bylaws, Oct. 8, 2024, 2 p.m., in Leduc County Council Chambers (1101 5th St. Nisku, AB)
- Bylaw No. 11-24 to adopt the updated Summer Villages and Leduc County Intermunicipal Development Plan (IDP) and to repeal IDP Bylaw No. 17-19.
- Bylaw No. 12-24 to repeal Intermunicipal Collaboration Framework (ICF) Bylaw No. 21-19 with Itaska Beach, 22-19 with Sundance Beach and 23-19 with Golden Days.
There was significant public engagement when the Summer Villages and Leduc County Intermunicipal Development Plan (IDP) was originally adopted in 2019. This was a new plan required as part of the Intermunicipal Collaboration Framework (ICF) process. The parties were successful in obtaining provincial grants to undertake the work. The IDP and three ICFs are now up for regular review. Administration reviewed the plans and one steering committee was held. The steering committee meeting was attended by the three summer village mayors and chief administrative officers (CAOs), as well as Leduc County’s Intermunicipal Liaison Committee. Through this review and meeting the following updates were flagged:
- The IDP contained an incorrect Territory Acknowledgement, therefore it is proposed to be removed.
- The steering committee agreed to add ‘and enforcement’ to section 4.3 of the IDP.
- ‘Each municipality will be responsible for the approval and enforcement of applications and plans within their boundaries.’ - Reference to ‘Bylaw’ has been removed in the updated ICF’s as they will now be approved by resolution.
- Reference to the Nisku Recreation Centre has been removed in each of the three of the ICF’s as Leduc County has converted that facility into a Business and Entrepreneur Centre (BEC).
With these minor changes addressed, all municipalities have given the proposed bylaws first reading. Each municipality is holding their own public hearing.
PUBLIC HEARING
A public hearing on the proposed bylaws will be held at a Leduc County regular council meeting, Oct. 8, 2024, 2 p.m. Written or oral submissions can be made by any person who claims to be affected, or from any other person council agrees to hear from.
