ABOUT THE PROJECT

On April 28, 2026, Leduc County Council adopted bylaw 06-26 to designate section 29-50-24-W4M as a Special Study Area until such time as the future land uses in the area are determined and incorporated through a subsequent comprehensive amendment.

This project will be comprised of a comprehensive review of the designated Special Study Area within the East Vistas Area Structure Plan, and a comprehensive amendment to the plan to describe a new future land use for the area currently designated as a Special Study Area.

SCOPE OF WORK

The scope of the work for the plan will include all technical studies and investigations to support the ultimate amendments and the updating of the remainder of the document as necessary to accommodate these new land uses.

Objectives outlined in this plan include:

  • being proactive by planning for development adjacent to existing residential development;
  • conducting market analysis to establish suitable markets and competition for the lands;
  • setting policy framework to facilitate redistricting, subdivision and development of the plan area;
  • aligning with the County’s transportation, environmental and servicing plans; and
  • determining a strategy for phasing of development.

The purpose of this amendment identifies long-term goals for the area, such as:

  • identifying the suitable land uses for the plan area;
  • providing guiding policy for private development to proceed to redistricting, subdivision and subsequent development permit applications;
  • identifying and investigating the environmentally areas;
  • ensuring that existing and planned land uses complement each other;
  • working closely with the City of Beaumont to ensure compatibility and to compliment future planned development east of Range Road 244;
  • ensuring the plan area develops in alignment with the Intermunicipal Planning Framework Agreement (IPFA);
  • coordinating the development of lands adjacent to Range Road 245 to ensure design standards and the highest and best uses adjacent to this roadway; and
  • ensuring the orderly progression and staging of development to ensure lands remain in agricultural use for as long as possible.

HOW YOU CAN PARTICIPATE

Three phases of public participation will take place over the course of this project. Phase one of public participation will include an informational public open house that will provide an overview of the project, including an estimated timeline and overview of the process. The open house will also provide for an opportunity to receive questions and feedback from attendees.
